The People’s Government of Chongming District in Shanghai signed a Framework Agreement for Strategic Cooperation with Shanghai International Commodity Auction Company (SICA) on October 23, 2018. The agreement focuses on the modern flora industry to further promote Chongming’s master plan of a world-class ecological island.

Both parties agree to take the opportunity of the 10th China Flower Expo hosted in Chongming in 2020 to innovate the trading and logistical systems of fresh flowers and build the local brand of "Shanghai Flower Valley". Based in Shanghai and the Yangtze River Delta, "Shanghai Flower Valley" aims for both the domestic and international market and will dedicate to the R&D of flower seeds and seedlings, cultivation, cold chain logistics, auction and trading, index publication, horticulture, talents training and tourism. By establishing a flora industrial chain, "Shanghai Flower Valley" will contribute to the idea "Flower Island on the Sea" of Chongming.
SICA will work with Chongming on "Shanghai Flower Valley", as said by the Chairman of the Board of SICA, Mr. DAI Peihua, to connect the upstream and downstream of the flora businesses as well as the markets of East and West China with the global markets. SICA will continue to support the 10th China Flower Expo and to establish a booming flora industry on Chongming Island.
Party Secretary of Chongming, Mr. TANG Hailong, highlights the importance of an efficient trading and logistics system for the flora industry where auction is such an effective system as opposed to the conventional trading being carried out in China. Mr. TANG believes that the cooperation between Chongming and SICA will bear fruits and help to realize the transformation of the Chinese flora industry.
